Scarcely any country, let alone state, spends as much, proportionately, on research as Baden-Württemberg. It devotes 4.2 percent of its GDP to research, as compared to 3.1 percent by Japan and 2.7 percent by the United States. The EU average spending on research and development is 1.9 percent.
